The City of Baxley will hold a Called Meeting on March 5, 2026, at 6:00 p.m. at City Hall located at 282 E. Parker Street, Baxley, Georgia. The primary purpose of the Called Meeting will be to conduct a Public Hearing, as well as any other business that may come before the Mayor and Council. The members of the Grand Jury of the October 2025 Term of the Superior Court of
Appling County, Georgia, initially met on December 11, 2025. We respectfully
Submit this report and presentations for the October 2025 Term.
The Honorable Roger B. Lane, Judge of the Superior Court, having qualified
members to serve as grand jurors, instructed members to select officers for the
October 2025 Term. The following jurors were selected as officers:

The appointed Bailiffs were: Levy Wilkerson, Glenda Coleman, Christine Robinson, James Twiggs, Arthur Williams, Lynn Overstreet, Glenn Rich, and Bob Rump
The Foreperson, Grand Jury Members and Bailiffs were administered their Respective oaths. The Judge then charged the Grand Jury with the law concerning Their duties and responsibilities. The Court adjourned to allow the District Attorney to meet with the Grand Jurors.
The Grand Jury received an orientation as to the civil and criminal duties and Responsibilities of the Grand Jury by District Attorney Keith Higgins. Each Grand Juror was provided with a copy of the Grand Jury Handbook and were Photographed for the issuance of their courthouse entrance badges.
PRESENTMENT OF CASES FOR INDICTMENT
During the October 2025 Term of the Appling County Grand Jury, a total of 11 cases were presented by the District Attorney’s Office for criminal indictment. Of those 11 cases, a total of 21 counts were voted “True Bill” and 0 counts were voted “No Bill”.
County Treasurer Inspection (Commissioners Office):
General Operations and Management:
There have been some concerns raised regarding interactions with upper management, specifically involving Robin. Overall, the office functions smoothly in handling day-to-day operations. At times, responsibilities are not evenly distributed, with some employees failing to complete their assigned duties and shifting work onto others, which can impact efficiency.
Reid began his role in January and brings extensive familiarity with county Projects, having worked with multiple employees for approximately four years Prior to his current position. The office has experienced recent changes, including Several new employees and the addition of three new commissioners this year. Other commissioners are scheduled for reelection next year.
Purpose and Responsibilities of the Office:
The Commissioner’s Office serves as the central hub for county operations, Its Responsibilities include approving road paving projects, overseeing county service contracts, coordinating with all departments, and supporting roles such as tax assessors and other county positions. All governmental decisions affecting the county are processed through this office.
Budgeting and Financial Oversight:
Each department operates within an approved budget and follows established Guidelines. All contracts, including those related to road paving, are subject to a Formal bidding process. Accounts Payable monitors expenditures on a monthly Basis to ensure departments remain within their approved budgets.
During the budgeting process, departments plan for future needs such as new
Equipment, benefits, and salaries. Each department presents its proposed budget for
Approval, which includes projected expenses. These proposals are reviewed and
adjusted as necessary based on departmental needs.
If a department does not fully utilize its budget by the end of the year, the remaining funds revert to the general fund rather than staying with that department. This situation is rare. The county budget is public and reviewed multiple times to ensure transparency.
Staffing, Experience, and Office Operations:
Some staff members feel that additional personnel would improve efficiency, as ongoing needs are consistently identified. A new salary plan was recently approved, addressing compensation structures that had not been updated since 2016.
While the office is generally well run and Reid is highly knowledgeable, there is a need for more experienced personnel to remain current with practices in other counties. Many ordinances are outdated, with some dating back to the 1980s. While temporary resolutions exist, there are few permanent updates. As a result, staff often spend significant time reviewing old files and meeting minutes to locate applicable resolutions.
Efforts are underway to modernize operations, including updating the county website to make information more accessible and user-friendly to the public.
Compensation, Evaluations, and Benefits:
Current pay scales do not align with the workload when compared to similar positions in surrounding areas. Some entry- level positions start at approximately ten dollars per hour. Bonuses are not standard and are only issued when approved by the commissioners, such as occasional Christmas bonuses.
Performance evaluations have been inconsistent, leading to missed opportunities for salary adjustments. Reid is currently working to reestablish a structured evaluation process and restore consistency.
Employee benefits are provided by the county and generally balance out overall compensation. Staff members often assist where needed, and overtime may be required during peak periods such as year- end closeouts and audit season. Cross-training has not been fully implemented, which limits flexibility during high-demand periods.
Policies, Systems, and Technology:
Disciplinary procedures are outlined in the employee handbook, though formal disciplinary actions are infrequent. Issues such as tardiness are typically addressed collaboratively. The work environment emphasizes teamwork, accountability, and employee value without policy abuse.
Payroll and budgeting systems are outdated. While replacement systems have been identified as necessary, they represent a significant financial investment.
Information technology infrastructures is also outdated, including servers and internal systems. There is no dedicated IT professional for the city or county, despite the volume of sensitive data handled. This creates concerns related to data security, internal communication, and system consistency across departments.
Project Management and External Partnerships:
The office works closely with Robert Civil Engineering and consultant Hayden, a retired Georgia Department of Transportation professional. Reid has previous experience working with Robert Civil Engineering, providing continuity and familiarity with county projects.
These consultants are responsible for preparing contracts and ensuring compliance with requirements such as liability insurance, performance bonds, and retainage fees. They also review invoices and oversee project completion in collaboration with the county road department.
Identified Needs and Overall Assessment:
The most significant needs identified include additional financial and project management personnel, updated payroll and budgeting systems, improved IT infrastructure, and a dedicated IT professional.
A direct internal communication platform would further improve coordination between administrative offices and external departments.
Overall, the Commissioner’s Office operates effectively, maintains positive working relationships, and continues to improve communication. While modernization and staffing enhancements are needed, the office demonstrates the ability to collaborate and address challenges as a unified team.
Closing Remarks:
The members of the Grand Jury wish to express their gratitude to all the bailiffs for serving, and their assistance. The members of the Grand Jury would also like to thank the staff at the Commissioner’s Office for their cooperation and kindness during the Grand Jury Inspection. We would also like to thank the staff at the District Attorney’s Office for their assistance throughout the term.
The members of the October 2025 Grand Jury are very grateful for being given the opportunity to serve their county in a most important function.

All that tract or parcel of land lying and being in the Third Land District of Appling County, Georgia, consisting of 0.799 acre of lot of land No. 426 and being bound as follows: North and West by other lands of Raiford Tillman; East by a graded county road; and South by George and Donald Eason. Said lands being more completely described as follows: To find the point of COMMENCEMENT start at the Northeast corner of Lot of Land No. 426 and run West, along the North line of said Lot No. 426, a distance of 1320 feet; thence turn and running along the West right-of-way line of said graded road South 29° 30′ West a distance of 1270 feet to the point of COMMENCEMENT, and thence running from said point of COMMENCEMENT North 71°30′ West a distance of 260 feet; thence turning and running North 29° 30′ East a distance of 141 feet; thence turning and running South 69° 18′ East a distance of 260 feet; thence turning and running South 29° 30′ West a distance of 127 feet to the point of beginning.
Said lands being more completely shown and described according to a survey and plat thereof by David Hutto, County Surveyor, dated June 19, 1969, a copy of said plat being attached to a Warranty Deed recorded in Deed Book 137, page 493, and by reference made a part hereof for all purposes.
This is the same and exact property deeded to George Eason by Warranty Deed from Raiford H. Tillman dated June 26, 1969, recorded in Deed Book 137, page 493, Appling County land records.
Attached to the above described property and made a part thereof is one 2009 FLEETWOOD BROADMORE mobile home, VIN # GAF L907A58600BM11.

Said Deed to Secure Debt having been given to secure a note dated 03/02/2022 in the original principal amount of $25,430.45, with interest from date at the rate as specified therein.
The debt secured by said Deed to Secure Debt, and any renewals or modifications thereof, has been and is hereby declared due because of, among other possible events of default, failure to pay in accordance with the terms of said note(s). The debt remaining in default, this sale will be made for the purpose of paying the same and all expenses of the sale, including attorney’s fees.
To the best of the undersigned’s knowledge, the party in possession of the subject property is: Miranda Eason Arredondo
The above-described property will be sold subject to unpaid state, county and city taxes to the highest bidder of cash and the proceeds will be applied to said indebtedness and the lawful expenses of said sale as provided in said security deed and a conveyance will be made to the purchaser as the sale as authorized by said security deed.
