Dr. Carter is the wife of Leavy Carter, III, mother to Bryce and Brooke, and daughter of Mrs. Ora Hall. Her parents, the late Dr. Esco Hall, Jr. and Mrs. Jacqueline Dickson Hall, immersed her and her siblings in civic engagement and community service from an early age. She is deeply rooted in the belief that all people deserve to freely exercise their human and civil rights and have equal and equitable access to education, healthcare, and justice.
Dr. Carter’s passion for social action coupled with her rural roots has led her back home to Appling County over the past few years. Most recently, she has worked alongside others in the community as a member of the Appling Vanguard organization to coordinate Juneteenth commemoration services, voter registration and education drives, prayer vigils and peaceful protests in response to lives lost to police brutality, small business events, and forum for addressing discrimination in the community.
