The Appling County Board of Education (BOE) met for a monthly meeting on June 6 at the BOE’s Central Office on Highway 15 South at 6:00 p.m. BOE member Dr. Areatha Virgil was not present. During the meeting the BOE held a time for public comment on the FY2023 Tentative General Fund Budget. The FY2023 budget is projected to have total revenues of $36,213,096.00 with expenditures of $38,498,788.77. The board predicts an anticipated fund balance on June 30, 2023 of $11,214,307.23. The FY2022 General Fund Budget had revenues at $35,267,847.00, and expenditures at $37,356,882.66. If approved, this would be an increase in expenditures by a cost of $1,141,906.11 in 2023 over 2022. There were no public comments offered regarding the budget.
The BOE approved three purchases for the Career, Technical and Agricultural Education (CTAE) department at Appling County High School. Included in the purchases were an Alex Pro mannequin for the Health Care pathway class at a price of $39,512.95, a Canon Imagepress C710 for the Marketing and Business pathway class at a cost of $33,374.72 and an Anatomage Convertible Table for the Heath Care pathway class at a cost of $79,500.00.
Board members approved the purchase of two 14 passenger buses at a cost of $79,983.00 each, the low bid, submitted by Thomas School Bus. A second quote was submitted by Collins School Bus at a cost of $84,430.00.
Financials for April, May board minutes and a spending resolution for July were approved.
A field trip request for 4-H was unanimously approved.
Resignations for Nathan McLeod - Social Studies Teacher – ACHS, Carrie Buxton - School Nutrition Assistant – ACMS, Geraldine Weldon - School Nutrition Assistant – ACHS, Eddie Dent - Trades Helper - Maintenance and Operations, and Lee Hyers - Special Education Paraprofessional – ACES, were approved.
The board approved Superintendent Dr. Scarlett Copeland’s recommendation to hire Rob Scott - Lay Coach Baseball – ACMS, Kimberly Tinsley - School Nutrition Assistant - ACE Complex, Hailey Medders - Bus Driver – Transportation, Richard Bubba Walker - Teacher/Dean of Students ACHS, Jacob Hendrix - Physical Education/Weight Training Teacher – ACMS and Regina Tyree - Special Education Inclusion Teacher - ACE Complex.
Board members voted to open positions for an Elementary Education Teacher - ACE Complex, Special Education Inclusion Teacher - ACE Complex, Social Studies Teacher – ACHS, School Nutrition Assistant - ACE Complex, School Nutrition Assistant – ACHS, Special Education Paraprofessional - ACE Complex and In School Suspension Teacher – ACHS.
Information was presented to the BOE members regarding Tri-City Football. Daryl Cray presented information about the program and asked for permission from the BOE to send out flyers to parents in the school system about the football program.
Human Resources Director Denise Rentz presented information to board members regarding a new teacher recruitment program for the school system. If approved, student teachers could be utilized as teachers of record within the school system. Participating colleges include Georgia Southern University, Grand Canyon University, Western Governors University and two other system are in the planning stages of this new program, Albany State University and South Georgia State College. BOE member Dr. Lynn Overstreet asked Rentz about the legal requirements of a teacher of record. Rentz stated that they would be just like a normal teacher of record. Dr. Overstreet also questioned how teacher discipline matters might be handled. Rentz stated that it would be between the college and school system to decide. Stewart Reeves questioned when the program would begin. Rentz stated that it could begin now if the BOE decides to move forward with the program.
The system has been notified by the state that it will receive an allotment for seven bond buses this upcoming school year.
Southern Pines College and Career Academy CEO Dr. Glenn Deibert presented updates on SPCCA campus projections. He presented a PowerPoint to depict various views of SPCCA’s design of exteriors and interiors. “We are expecting to break ground late summer and the academy is expected to be up and running Fall 23 for students,” said Deibert.
The board approved Board Policy DK, which regards Student Activities Fund Management.
Several fundraisers were presented by the ACHS cheer program and were unanimously approved.
