Following a closed meeting for personnel purposes (no action reported during meeting) on Tuesday, Oct. 21, Appling County Board Commission Chairman Virgil Carter talked the commissioners about the state of the economy. Carter expressed his concern about the economy on a national, state and local level. The chairman stated that there are a number of businesses in Appling County that are hurting and some have even closed. He also added that if the state continues to cut back, this could lead to more unfunded mandates passed on to local governments.
Carter said that each commissioner had agreed to be good stewards of public funds and added, “I think we need to do something and do it quickly to show that we are good stewards of tax money.”
The chairman recommended that the commissioners freeze all new hiring and also consider postponing any new road paving projects until October 2009.
He asked the board to consider his recommendations and possibly discuss the issue more at a future meeting.
Other business
Disbursements were approved for the 2009 Tree Fest $1,000.00 annual Corporate Sponsorship and the emergency purchase of a Hurst Jaws of Life power unit for $7,025.00. Commissioner Mike Dyal questioned if more than one bid was sought for the Jaws of Life and County Manager Mike Phillips explained that this was a specific type piece of rescue equipment that matched existing equipment. Dyal stated that it would be a good idea to get more than one bid.
Board members tabled a decision on the solid waste contract renewal with Sullivan Environmental. Commissioner Dyal presented information to board members for their consideration.
Chairman Virgil Carter asked board members for permission to sign the deed in conjunction with the Georgia Department of Natural Resources and Eason’s Bluff Boat Landing. The board approved the request.
The annual lease agreement with the USDA and the commissioners was approved.
Board members agreed to allow the Appling County Board of Education’s School Resource Officer to fall under the jurisdiction of the Appling County Sheriff’s Department. The officer would be considered a deputy with the department but would not cost the county any money since the officer’s position is funded through the board of education.
The commissioners received county fire department quarterly reports for information only.
Chairman Carter asked for assistance from the board for a pauper burial at a cost of $400.00. The board approved the request.
The commissioners approved a request made by Buildings and Grounds Superintendent Troy Rushing for the purchase of tables and chairs for the new community building located at Ernest J. Parker Recreation Park. The estimated cost is $5,000.00 - $7,500.00.
