A few days back a local citizen, Jack Daniel, visited The Baxley News-Banner. Daniel shared information about the Appling County Board of Education (BOE). One of the items that brought about concern was that Daniel had presumably followed proper protocol in order to be included on the agenda during the BOE’s August 11 regular meeting.
According to board policy, “All items to be placed on the Appling County Board of Education Meeting Agenda must be received by the Superintendent no later than 4:00 p.m. on the Thursday prior to the regular Board meeting. The Request To Be On The Agenda form must be completed by any person requesting to appear before the Board and must be submitted to the Superintendent by the deadline set above. Items to appear before the Board that are not on the agenda must receive approval by a majority vote of the Board members in order to be added. Availability of Agenda - The Board meeting agenda shall be available as far in advance of each meeting as reasonably possible. The agenda containing all matters expected to come before the Board shall be available upon request, but not more than two weeks prior to the meeting. The agenda shall be posted, at a minimum, at some time during the two-week period immediately prior to the meeting. The Board reserves the right, as provided by law, to consider and act upon items which failed to be included on the pre-meeting agenda.”
Daniel shared that he had mailed (certified) his request to the board and also stated that he hand delivered a copy of the request to be included on the board’s agenda for this meeting (August 11). He also showed where a BOE secretary signed the request signifying that the board office had received his official request on Wednesday, Aug. 6, one day prior to the (as stated above) deadline.
The question is simple, “Why was Daniel denied his right to make a presentation during this public meeting?”
The board also decided at the August 11 meeting to postpone any type of public participation until their next regular meeting that was held on Monday night of this week.
