Brantley to retire
Superintendent Scarlett Copeland recommended that the board accept the retirement/resignation of Special Education Director Debra Brantley. Brantley served as acting superintendent prior to the appointment of Copeland. Brantley’s official last day with the system will be June 30.
Other business
Bids for trash service for the system were opened. Two companies submitted bids including All Green Services and Sullivan Environmental. All Green submitted a bid of $4,423.00 per month. Sullivan submitted a bid of $3,639.00 per month. The board referred the bids back to Copeland and Maintenance and Operations Director Winton Herrin for review and to make sure the bids match bid specifications. Copeland will make a recommendation back to the board at an upcoming meeting.
After review by the local Stakeholders Committee, a recommendation was made by the committee for the system to keep the existing system vision and mission. The vision of the Appling County School System states that ‘Appling County Schools will be a system of excellence for all learners’. The system’s mission states ‘We are committed to providing a quality education that promotes maximum individual achievement and social responsibility’.
Prior to the start of the work session meeting the board held a called meeting to establish the system’s goals. Copeland shared the system’s goals that include SACS Accreditation, Student Achievement and Budget.
Board members agreed to enter into an inter-governmental agreement with the Appling County Commissioners for the demolition of part of the old Junior High School on Allen Street. Copeland and the board expressed their appreciation to County Manager Lee Lewis and the county commissioners for their support in removing the rundown buildings.
Under information items Georgia Department of Education Representative Garry McGiboney made a presentation to the board about the IE2, Charter and Status Quo concepts. The board will be faced with making a decision in the next few years as to the type of system it will become. Copeland updated board members on system progress that has been achieved with the SACS Accreditation probation status. Copeland stated she has remained in constant contact with SACS Representative Dr. Mike Bryans, and Bryans told Copeland that the system is making great progress.
Kendell Keith made a presentation to board members about Prep Star Stats, an online website that would allow for information about sports programs to be published online.
Herrin gave an update to board members about ESPLOST projects. Herrin stated that over the years, the projects have been reprioritized due to leadership changes. Herrin stated that even though collections have been down, the system should be able to follow through with all projects that were included in the 2006 ESPLOST. Barnes asked Herrin about the expected completion date for the Appling County Middle School and Appling Pre-K facilities. Herrin stated that there have been several delays with the projects and this has put the projects about five months behind. Crawford asked Herrin if the architects had visited Fourth District Elementary School to look at the roof at the school. Herrin stated that he hoped to have information available about the roof by the next meeting. Ammons also raised questions about the traffic situation at the middle school.
Copeland also reported, “The Stakeholders Committee met on March 24. They viewed a video entitled “Pulling Together”. It emphasized the importance of working together for maximum benefits for our system. The committee then reviewed the System’s Mission and Beliefs. All Stakeholders agreed that the Mission for Appling County School System should remain the same. They also reviewed the Beliefs for the system. They suggested that we add “social responsibility” on one of the beliefs in order to match the Mission Statement. They also reviewed the School Systems Climate Survey that was recently given to school staff. The results will be posted on the system’s website.”
