The council reviewed a request for an application to sell package beer and wine for Joe’s Quick Stop, under new ownership, (Nilesh Patel) located at 495 Bay Street and this request was approved by a four to two vote.
The council unanimously approved a first reading of a revised ordinance on soil erosion, sedimentation and pollution control, which is required by the state.
Manager Jeff Baxley reported that he attended a regional meeting last Thursday, which was well attended with approximately 100 people. The purpose of the meeting was to get information about what is involved in House Bill 277 (a regional transportation sales tax) and the mandates that are required, if this bill is passed by voters in an election in 2012. House Bill 277 will provide an added funding source for transportation improvements. The bill creates 12 special tax districts that follow the regional commission boundaries. Appling County is in the Heart of Georgia regional district, along with Candler, Emanuel, Jeff Davis, Laurens, Tattnall, Toombs, Wayne, Bleckley, Dodge, Evans, Johnson, Montgomery, Telfair, Treutlen, Wheeler and Wilcox counties. The regional commissions will establish a regional transportation roundtable, which includes every county chairman and one mayor from each county. From the roundtable, an executive committee is formed. The roundtable executive committee and the Director of Planning of the state Department of Transportation will review the roads submitted by each county. The mandate requires that counties and cities submit roads for consideration for paving or resurfacing based on select criteria. The criteria will be based on the number of people served by the project and the purpose of the project such as enhance safety, relieve congestion and economic development. The manager told the council that March 30 is the deadline to have a list for improvements and projects for a ten-year period for the City of Baxley. The manager made a recommendation to hire Bill Bowers to assist in developing a project list to be submitted. The council members unanimously approved the manager’s recommendation.
The council approved a called meeting for March 29 at 6:00 p.m., for the purpose of reviewing the completed list of proposed projects and road improvements for HB277, to be submitted to the regional roundtable members.
Pro Tem Dr. Esco Hall reported he attended the ITC meeting in Washington D.C. and a State 911 meeting.
Old business
Council member Mickey Bass made a motion to approve the first reading on an ordinance to annex property located at 83 Harry Street and establish a residential (R-20) zone. Pro Tem Dr. Esco Hall made a second and the members of city council approved the item unanimously.
City Manager report
Jeff Baxley reported that the four-inch force main sewer pipes would run from the new sewer/lift station at Appling County Middle School and will come out at the Waste Water Treatment Plant and these sewer pipes would be maintained by the city. He also stated that the lift station project was let by the Board of Education.
The manager was excited to announce that April 12 at 6:00 p.m. would be the official opening day of the Water Works Park.
Baxley announced that the Baxley Idol competition would be held Tuesday, April 5 and Thursday, April 7 at the Fine Arts Center at the high school. There will be two age groups, ages 5-14 and ages 15-35+ and new this year a group category for duos, trios and etc.
