Councilman Mickey Bass made a motion for the attorney to proceed with drawing up an ordinance for the City of Baxley. Councilwomen Betty Livingston made a second motion and it was approved unanimously.
New business
Three ADTF policies were presented before the council for approval and they were: Accounting Policies, Grant Policy and Procedures and Policy and Procedures for Communication with Persons with Limited English Proficiency. Mayor Steve Rigdon requested that the ADTF policies be tabled until the next meeting to give the council an opportunity to review the policies.
The council set a public hearing date for August 7 at 6:00 p.m. for two petitions for annexation. The first petition is for property located at 71 Jennifer Lane to be annexed and establishing a Residential (R-15) zone, annexation filed by Greg Herrin. The second petition is for property located on Harry Street for establishing a Residential (BR-1) zone, annexation filed by Juan J. Diaz/ J.D. Pinestraw, Inc.
Old business
Councilwoman Livingston made a motion to adopt an ordinance amending the zoning ordinance of the City of Baxley for rezoning the tract of land owned by K. Dawn, Inc. / Roger and Dawn Branch, located at 24 Glendale Avenue, from its present Residential (R-15) zone to a Business (B2) zone. Councilman Kenneth Waithe made a second and carried unanimously.
Reports
Mayor Pro Tem Dr. Esco Hall informed the council that the Progressive Resource Center has requested speed blockers be put down due to safety issues. The City Manager Jeff Baxley stated he has talked with a county commissioner and was taking care of this issue.
Hall stated that Brett Manning would be the new Regional Commission Director for our area.
City manager report
Jeff Baxley reported that the pump at the well at the Industrial Park East is not operating, as it should. The pump will have to be pulled, which could possibly cost in excess of $10,000.
The manager stated the Splash in the Park event went well and there was a good crowd for the first year.
He reported that he received a phone call from a representative of Sullivan Environmental/Republic who is the city’s solid waste contractor. The representative stated that there is language in the contract that the city should contact them within six months of the renewal date if the city wants to change providers. The city attorney has written a letter to the company stating that the city does plan to seek bids at the end of the contract period, which is in November.
The manager reported that he received a request from the hospital safety committee concerning ways to slow the traffic down on the street directly in front of the hospital. Manager Baxley stated that lower speed limit signs have been placed and speed bumps have been installed.
Mayor Ridgon asked the manager has he heard about the results on the solar energy study. Manager Baxley stated that he was going to following up on that today.
The mayor stated he is receiving comments about how good the city looks and he appreciates the work the Public Works Department is doing.
