Council members present at the meeting were Betty Livingston, Tim Varnadore, Pat Williams, Kenneth Waithe, Dr. Esco Hall and Mickey Bass. City Manager Jeff Baxley, Mayor Steve Rigdon, City Attorney Alex Johnson and City Clerk Von Spell were also in attendance.
Commissioners present were Charlie Leggett, Ronnie Rentz, Sarah Boatright, Theodore Wilkerson and Chairman Lewis Parker. County Manager Lee Lewis, County Attorney Bob Highsmith and County Clerk Chrissy Harris were also in attendance.
Four seats were up for appointment or reappointment this year. The nominees and those who nominated (in parentheses) are as follows:
- James Twiggs slot: James Twiggs (Livingston), Peggy Miles (Boatright) and Donnie Head (Varnadore).
- Donnie Head slot: Mark Barnes (Rentz), Paul Rentz (Bass) and Jenny Lightsey (Boatright).
- Peggy Miles slot: Robert Wiggins Jr. (Varnadore), John Glenn (Boatright) and Gary Hanson (Varnadore).
- Roger Branch slot: Virginia Herrington (Leggett), Eddie Rogers (Hall) and Frank Smith (Boatright).
A motion was made by Boatright to approve the nominees as submitted, with a second by Bass, and the motion was approved unanimously. With no further business the joint meeting was adjourned.
Commissioners meeting
Public input
Rebecca Ogden asked the Commissioners about the possible start of the Phase II project at Cook Heights. Lewis informed Ogden that the engineering plans have been completed with the project to be sent out for bid in the next few weeks and construction projected to begin within two to three months.
Brian Singleton of Concerted Services Inc. (CSI) informed the commissioners on services rendered by CSI including Head Start Program, Meals on Wheels Program, Low Income Home Energy Assistance Program and the Educational Talent Search Program.
Old business
A public hearing was held on the Lyman Crosby Road Abandonment on April 3 with no opposition being presented at that meeting. Numerous calls have been received since the Public Hearing raising concerns on the abandonment due to the road conditions on one end of the road during times of heavy rainfall causing that portion of the road to be closed thus forcing citizens to use the other end. The commissioners made no vote, which means all portions of the road will remain open to the public.
Information was shared about some of the changes to the current employee handbook. The commissioners decided to schedule a work session to explore the changes in more detail before making a final decision.
New business
Commissioner Rentz made a motion, with a second by Leggett, to approve the payment of the annual Haz-Mat Response fee for 2012 for the amount of $1,740.00. The motion was approved unanimously.
Termites were discovered in the Heritage Building around a window seal but have not caused any structural damage. A motion was made by Leggett to have the building treated by Green Frog Pest Solutions for the amount of $1,750.00. Rentz seconded the motion and the motion was approved unanimously.
Lewis informed the commissioners that a previous plan to tear down and rebuild part of the Health Department Building in its current location could not be done due to the location of a water well. The well is located on property between the Health Department and EMS Building and due to new regulations would make work on the project difficult. Concerns have also been raised about the high cost of relocating staff and state networking computer lines. Lewis stated that he sent the construction project of the new Health Department, at a new location, out for bid.
Personnel
Following a closed-door session to discuss personnel, a motion was made by Boatright and seconded by Leggett to hire Duane Carter for the part-time position of Building and Grounds Maintenance Assistant. The motion carried unanimously.
Road Superintendent Tommy Davis informed the commissioners that construction on Vernon Williams, Windy Hill and Corinth Church Road has been completed. Davis also reported that due to the lack of rain grading of the roads is not working very well and is wearing down blades quickly.
