The manager stated he was pleased with the excellent bids they received for this project. Baxley also stated he was also pleased that both bidders are from Appling County. The recommendations were unanimously approved contingent upon both bidders providing necessary contract documents.
New business
A public hearing date was set for March 13 at 6:00 p.m. for an application for a zoning amendment filed by Elm Tree Service (Larry and Vivian Moseley) to rezone property at 285 Anthony Street from the present Residential (R-12) to a Business/residential (BR-1) zone.
The council appointed Zack Walton to fill the Housing Authority Board member position for the unexpired term of Willie James Ellis.
Old business
The city council approved the second reading and adoption of the ordinance annexing the property of Bonnie Beecher at 473 Palmetto circle, establishing a Residential (R-20) Zone in voting district 2.
They also approved two first readings; one for an annexation and the other was for a rezoning. The annexation is for property located at 43 Harry Street for establishing a Business/Residential (BR-1) zone and the rezoning is for property located at 241 Polly Ogden Lane to change the present Industrial (I-1) zone to a Residential (RM-10) zone.
The council adopted the changes to GMEBS restated adoption agreement and defined benefit master retirement plan.
City manager report
Jeff Baxley stated that he and Von Spell have been looking into ways for allowing online payment of water and sewer bill by credit or debit card. The manager stated that as of right now the only way a customer can pay with credit card is if they come into the office. The city would like to be able to offer this capability to the customers.
The manager was pleased to report that the USDA loan on the Baxley Fire Department, located at City Circle Road, has been paid off.
