Dear Editor,
This letter concerns the operations and management of the Appling County Road Department. During June and July I spoke with Manager Tommy Davis and County Manager Lee Lewis about the right of way fronting my property on County Farm Road. I conferred with them twice about the condition of the shoulder of the road. The right of way in front of my property has not been mowed in months. Because of the steep shoulder parts of it cannot be mowed period.

Mr. Lewis stated to me the first time I spoke with him about this issue was that the County couldn’t correct the problem. He also said at that time that he received about 200 requests each month from people who needed things done similar to mine. Mr. Davis indicated twice that he would “look” at my problem and get back to me. Mr. Davis took no action as far as I know. I heard no more from him. Mr. Lewis said that he and Davis, “looked” at my right of way, and that Davis said the grade was correct. In addition to the above issue the entrance to my home is washed out and the blacktop is slowly being chipped away. This will eventually destroy the road.
I then called the home of Mr. Charlie Leggett and requested a phone call from him. I received no phone call and he never attempted to reach me as far as I know.
It is my belief that the Appling County Road Department is dysfunctional and unresponsive to tax payers who require their services. During my attempts to get my right of way straightened out I encountered apathy, impudence, and indifference among the road department management. If Mr. Lee Lewis is ignoring 200 citizens each month then he is not much of a manager.
The right of way belongs to the County and the County has an affirmative duty to maintain it. I am going to see what legal recourse I have to compel the county to maintain “Their” right of way. In the meantime if anyone encounters My County Commissioner (Mr. Leggett) please ask him to call me.
