Jo Horne, of an Edgerton Street address, came before the Baxley City Council to address concerns she is having with dogs roaming at night, in her neighborhood, at the scheduled meeting held May 14. Horne asked the Mayor and City Council about an ordinance concerning animals in the city limits. She stated that she is having a problem with dogs in her neighborhood roaming at night when they are supposed to be on a leash or contained. Horne specifically asked about the containment part of the law and about the authority the city has to cite violators. City Manager Jeff Baxley addressed her questions followed by comments from Baxley Police Chief James Godfrey and Animal Control Officer Dennis Bryant.
