Notice is hereby given in compliance with Georgia Code 22-2-109 and 32-3-5 that the Georgia Department of Transportation has approved the Location and Design of this project.
The date of location approval is May 20, 2011.
This project consists of the replacement of three structurally deficient two-lane bridges on US 1/SR 4 over the Altamaha River, Overflow 1 and Williams Creek. The project begins at mile post 20.48 in Appling County and ends at mile post 1.74 in Toombs County. This project is in land lots 618 and 619 and also lies within Georgia Militia District 43 and has a total length of 2.56 miles.
The proposed new bridges will be built on new alignment to the east of the existing bridges while traffic is maintained on the existing roadway. The proposer roadway typical section has two 12 ft. travel lanes with 4 ft. paved shoulders.

YOU ARE HEREBY NOTIFIED that on the 20th day of June, 2011, at 10:00 a.m., at 305 West Parker Street, Baxley, Georgia, a public hearing will be held before a designated hearing officer with respect to the proposed plan of financing involving the issuance from time to time in one or more series of not to exceed $70,000,000 aggregate principal amount outstanding at any one time by the Development Authority of Appling County (the “Issuer”) for the benefit of Georgia Power Company (“Georgia Power”) (in addition to any other obligations previously issued to finance or refinance the Facilities hereinafter referred to or any obligations issued by the Issuer or Georgia Power to refund such obligations) of its pollution control revenue obligations (the “Bonds”), the proceeds of which are to be used (i) to finance or refinance, in whole or in part, the costs of the acquisition, construction and installation of additions, extensions and improvements to the undivided interest of Georgia Power in certain generating facilities, air or water pollution control facilities and sewage or solid waste disposal facilities, such facilities to consist of certain land, buildings, structures, machinery, equipment and related real and personal property (the “Facilities”) at the Hatch Nuclear Generating Plant located on the Altamaha River, just off U.S. Highway 1, approximately 12 miles north of Baxley, Georgia, in Appling County, Georgia, or (ii) to refund bonds previously issued by the Issuer for such purpose. An initial owner, operator or manager of the Facilities is Georgia Power.
The Bonds will not constitute an indebtedness or obligation of the State of Georgia or of any political subdivision thereof, but will be payable solely from the revenues derived from Georgia Power and pledged to the payment thereof.

Lest we forget
On the last Monday of May every year, the United States of America pauses to remember and honor our soldiers who died in service to this country. It is right and appropriate that we do so. When Congress made the day into a three-day weekend under the National Holiday Act of 1971, many people felt that the day lost its meaning. It became just another day off from work. The celebration of Memorial Day became nonchalant at best. The VFW (Veterans of Foreign Wars) protested that the act undermined the very meaning of the day.

Atchafalaya Nightmare
I had to travel with my family to Texas one summer to see my wife’s parents. I didn’t want to go for I hated to drive long distances, but felt I had to in order to preserve family peace. I knew I would be miserable because every time I travel, I get irregular. It is my nerves, I guess, that ties my intestines into a knot.
