Redistricting
Attorney Johnson requested the mayor and council to authorize City Manager Jeff Baxley to set a public hearing date, if needed, before the next regular meeting regarding redistricting. Councilwoman Betty Livingston made a motion authorizing the city manager to set a public hearing date to give the public an opportunity to express thoughts on redistricting and possibly changing the city’s charter. This motion was seconded by Councilman Mickey Bass and was approved unanimously.
New business
Bass made a motion to set a public hearing date for August 9 at 6:00 p.m. on a petition for annexation filed by Purvil Patel, request for property located at 1075 Blackshear Highway and requesting a business (B-2) zone. Livingston seconded the motion and it was unanimously approved contingent upon getting necessary signatures.
Mayor Pro Tem Esco Hall Jr. asked about the mural on the Citi Trends building and stated that the paint has faded and bricks have chipped. He feels that it needs touching up.
Hall reported that he and the city attorney attended the Board of Education meeting that was held on July 11.
City manager report
Jeff Baxley reported that the dredging is still ongoing at the Baxley Waste Water Treatment Plant. He also stated that the sludge is going into something that looks like a big sock; it keeps the solids in and takes the water out. He also added that the company is about half way through clearing out the sludge.
He reported that the city changed hospitalization insurance this year and went from a partially self-insured plan to a fully insured plan.
The manager stated that the city has a lot of projects going on that are being advertised for bid including the jack and bore project for supplying water and sewer on the south side of Highway 341 West and the airport terminal building project which is funded by SPLOST. The bids for the Highway 341 project are due on August 18, and bids for removing the hanger building at the airport are due on August 4.
He also announced the bids on the CDBG project will be opened August 9 at 11:00 a.m.
The manager was pleased to report the city is slightly ahead of the 2009 and 2010 budget years on the sales tax revenues through June.
He announced that sealed bids on old cars and equipment would be opened on July 27 at 10:00 a.m.
The council held a closed-door session to discuss litigation. No action was reported taken following the session.
