The auditors continued by sharing that Appling County is in a better financial position than other counties in the area. They also told board members that since Lee Lewis has been county manager, things have run a lot smoother.
Other business
Board members discussed the Lake Tara dam and Golder Associates. The county has been studying the dam for some time and has employed Golder to conduct studies of the dam. Lewis asked board members whether or not they wanted to continue with Golder as the engineering firm. Lewis shared that Golder has already invested a tremendous amount of study on the project and the county has already spent about $18,000.00 on the study of the dam. The next step in the process is to conduct a boring analysis of the dam, which is projected to cost the county approximately $35,000.00. Georgia Department of Transportation officials have warned the county that there could be a problem with the dam and also warned that the county would be liable for any incident with regard to the dam.Lewis talked to board members about possibly changing the Appling County Road Department work schedule to a four-day workweek instead of five. The manager explained that this could potentially save on transportation costs. It was discussed that the county would give this a try starting June 2 through Labor Day. Commissioner Sarah Boatright asked Lewis if there would be some way to monitor the savings and Lewis stated that he would be able to tell from the amount of fuel being consumed.
One item on the agenda for discussion that led to some debate was Lake Mayers. District Five Commissioner Charlie Leggett stated that the board had discussed drawing down Lake Mayers to allow property owners around the lake to perform work on docks, sea walls, etc. Commissioners Jasper Tomberlin and Boatright quickly responded by saying that the board had never promised to draw the lake down. Leggett stated that he felt that the property owners deserved to have the lake drawn down. The commissioners will make a decision on this issue at an upcoming meeting.
Other items discussed during the meeting included the Georgia Easy Vote System, placement of a stop sign on Ten Mile Road (the board decided to not place the sign), pest control bids, health insurance and roads.
Manager Lewis also reported to the commission that Appling HealthCare appears to be doing somewhat better. Lewis added that cash flow was improving on a monthly basis for the system.
