Mayor Steve Rigdon proclaimed February 15, 2013 as Arbor Day in the City of Baxley.
Councilwoman Betty Livingston made a motion to approve the 2012 Annual Water Quality Report. Councilman Kenneth Waithe made a second and the motion was approved unanimously. Every year Dale Sapp gathers the information for the report and Janet Dean puts the information together into an attractive document. Manager Baxley expressed his appreciation for a job well done.
Manager Baxley informed the mayor and council that the engineers for the city were in Baxley Feb. 11 and reported that the Richmond Hill Constructive Wetland Plant has been closed down.
Mayor Rigdon stated there is a company trying to sell insurance to residents in the city for problems with water lines that run from their house to the meter. He stated that if anyone asks this does not have anything to do with the city.
Mayor Pro Tem Dr. Esco Hall announced that he had attended the presidential inauguration in Washington, D.C. Hall also stated that his children took him there for his birthday and it was a wonderful experience.
Hall reported that he recently attended a Development Authority meeting.
Mayor Pro Tem Hall invited everyone to the 32nd annual Black History Banquet to be held Saturday, Feb. 16 with Rep. Tyrone L. Brooks as the speaker.
City manager report
Manager Baxley reported that the engineers were here Feb. 11, along with Phil Davis from ALGA. They were looking for perspective sites that would be eligible for CDBG application. Mittie Byrd Lane and Robin Street are areas the engineers examined for possible sites that may be eligible.
He stated that the Local Option Sales Tax looks good through the month of January.
Baxley announced that contracts have been signed for the solar panels for City Hall and have received two bids on removing two pecan trees behind City Hall. Bids received were from Elm Tree Service with a bid of $1,200.00 and Cowboy Cuts Tree Service, $1,650.00. Baxley stated he will be contacting Elm Tree to do the work soon and it will be done on the weekend, so as not to interfere with business.
The manager stated that he is currently doing a survey concerning water sewer taps and hopes to have the information ready for the next meeting. We are going to have to adjust our fees to at least cover the costs.
He reported that the city is preparing for renewals on workers compensation, general liability and health insurance. There are only three entities in the state that brokers general liability to cities, which creates a very difficult situation when it comes to bidding.
