Special presentation
Ron Henry, a native of Baxley, offered the invocation at the beginning of the meeting, read scriptures and sang a song (He stated God gave him this song when he was going through challenging times). Ron played the keyboard as he sang the inspirational song. Henry is a member of 4Troops whose mission is to honor and support American servicemen and veterans through song.
New business
The council approved a beer and wine application for Ocean Petroleum, Inc., change in ownership, (Formerly Citgo) at 376 W. Parker Street. The application passed by a four to two vote. The council members voting for were Dr. Esco Hall, Jr., Pat Williams, Betty Livingston and Kenneth Waithe. Voting against were Tim Varnadore and Mickey Bass.
The council adopted the Depository Resolution for 2013 (no changes) and also adopted a resolution establishing the Duties and Responsibilities of Fiscal Year 2012-2013 Budget and to establish Procurement Procedures, (no changes).
Dr. Esco Hall, Jr. was re-elected by the Council as Mayor Pro Tem for the 2013 year. Von Spell was re-appointed as City Clerk/Treasurer, Alex Johnson was re-appointed as City Attorney and Pres Johnson was re-appointed as Municipal Court Judge.
A new water/sewer discount application was approved on a motion by Councilwoman Livingston, seconded by Councilman Waithe and was approved unanimously.
Old business
Councilman Bass made a motion to approve the first reading of an ordinance annexing the property located at 532 Old Blackshear Highway and establishing a Residential (R-15) Zone in District 3. This motion was seconded by Councilman Varnadore and was approved unanimously.
Councilman Bass made a motion to approve errors and omissions to the tax digest in the amount of -$994.13. The motion was seconded by Varnadore and carried unanimously.
City manager report
Baxley reported that the solid waste contract agreement has been executed and only needs the mayor to sign it.
He also announced the city has signed a price agreement with Hannah Solar for the installation of solar panels, but as of yet have not made a contract with them. City Attorney Johnson is working on the stipulations with Hannah Solar. Baxley will keep the council posted on this.
He reported the LOST for the first three months of the fiscal year is up 19 1/2 percent and this is very encouraging.
He also reminded everyone that the process in which business licenses are handled has changed due to mandated law requiring proper identification from the business owner and more forms to complete.
The manager commended the street department for the good job they do keeping the city looking good.
Chief James Godfrey reported that the ADTF was closed out December 31 and presented Mayor Steve Rigdon with a check for $25,000.00 from the Altamaha Drug Task Force for reimbursement for building use from 1996-2012.
Mayor Rigdon said, “We were honored and appreciated having Brother Ron Henry with us today, it was a great way to start off the new year.
