Ammons stated that the board had received notification that they had not reviewed the changes prior to voting on the final budget at the June 25 meeting and stated that the board wanted to be transparent about the changes that were made. He stated that a new Administrative Supplement Schedule, that was originally part of the tentative budget, was changed back to the original scale in the final budget. Ammons also stated that in the tentative budget Assistant Superintendent Dr. Sandy Dominy was set to receive a $12,000.00 pay increase and the board approved a $6,000.00 increase in the final budget. The chairman stated that the Non-Classified Wage Scale was adjusted to be more in line with other scales. The final point that Ammons talked about was Appling County High School Principal Dr. Gene Starr’s contract. The chairman said that the board had negotiated a one-year contract with Starr and also reported that Starr would be compensated $120,459.00 (or the same as last year).
Other business and information items
Local Energy Education Representative Lance Kennedy gave an update to board members concerning energy savings the system has received since partnering with Energy Education. In terms of kilowatt-hours, Kennedy showed that the system used 7,944,462 kilowatts in 2010, 6,868,936 in 2011 and through May 2012 has used 2,428,173 total kilowatts. In actual monetary savings, Kennedy reported that the system spent $712,453.98 in 2010, $700,104.10 in 2011, and through May 2012 had spent $262,115.33 for energy. Board Member Randy Sellers questioned how much the board is spending on Energy Education. It was reported approximately $134,000.00 per year. He then asked if the contractual agreement between the school system and Energy Education stated that Energy Education would save the system as much as it cost the system or pay the difference. Board members agreed to see if the company representative that originally presented the Energy Education concept to the board in late 2010 would come to the next board meeting and discuss the contract. The board also agreed to have Board Attorney Graham Floyd review the contract between the two entities prior to the June 16 meeting.
The board received information from Maintenance and Operations Officer Winton Herrin and Construction Manager Tim Lentile concerning ESPLOST Projects for the school system. Lentile reported that school areas at Fourth District Elementary School would be ready by the time school starts back. He gave details of ongoing projects at the school and reported that he has had crews working on the weekends to get the school ready in time. Herrin stated that the Appling County Commission has agreed to assist in some drainage issues that have plagued the school for years. Lentile also gave an update on Altamaha Elementary School renovation project. He stated that the old school building has been removed and crews are currently working to get parking and the student pickup/drop off area ready before the start of school. He stated that power and electronic data lines have been run to the temporary mobile classrooms and they are working hard on the cafeteria. Lentile also stated that his company is also focusing on ways to keep students safe during this renovation process.
Information was given to board members on eBoard Evaluation Modules, board member training, and CRCT scores.
The board discussed the date for the system’s surplus auction. The date for the auction will be July 18 starting at 10:00 a.m.
Board members received information from School Food Service Director Courtney Gay concerning milk bids that were submitted to the system for the 2012 – 2013 school year. Mayfield Dairy submitted the lowest bid at a price of $139,306.00. Borden Diary also submitted a bid at $150,223.00. There were no bids for bread as the system will use the state bread bid for the school year.
Sellers offered a revision to the school system’s competition policy. The board member requested that the revised policy state that all competitive positions shall be open each year for competition.
Stewart hired as assistant principal
Under personnel, the board approved hiring Cindy Stewart as the new Assistant Principal at Appling County Primary School. Stewart has served as a teacher at the school for a number of years. The board also approved hiring Kim McGevna as an English/language arts teacher at Appling County Middle School. The board approved opening a teacher position at Appling County Primary School to fill the vacancy left by the hiring of Stewart as assistant principal.
