Sam Sullivan addressed the city council and announced he was with All Green Services and presented the mayor and council with a brochure of information concerning his business. Sullivan wants to bid on the city’s garbage pickup service contract. The manager stated the city’s contract with the current provider of garbage collection service would be ending this year in November.
He also announced the city would be bidding the service out when the time comes. The manager informed everyone that the city owns the garbage container carts. Baxley stated he would be meeting with a company that refurbishes damaged garbage containers.
New business
The council approved the manager’s recommendation to adjust the rates for water and sewer, an increase of thirty-five cents per 2,000 gallons or less. This adjustment would make the current water rates (inside city limits) of $9.75 increase to $10.10 and the sewer rate will go from $10.75 to $11.10, also a thirty-five cent increase. The water rates for outside city limits will be increased from the present 14.63 to $15.15 (per first 2,000 gallons or less) and for sewer rates outside the city will be adjusted from $16.13 (per first 2,000 gallons or less) to $16.70. The rate over 2,000 gallons per 1,000 for water and sewer will also increase.
The manager stated the rates are inclemently adjusted annually in the month of March based on a cost of living increase. He also informed everyone that it costs more to treat water than it does to provide water and that is why the sewer rate is higher.
The council unanimously approved the first reading to amend an ordinance for hours of operation for certain businesses (entertainment type businesses) for uniformity. The closing hours on Saturday night shall be changed from 12:30 a.m. to 1:30 a.m. and all references to closing hours Sunday night shall be changed from 12:30 a.m. (Monday morning) to 12:00 midnight Sunday. The manager stated the changes to hours of operation ordinance would help to eliminate confusion.
Old business
The council approved the second reading and adoption for an ordinance annexing the property of the Rickey Jackson estate at 43 Harry Street and establishing Business/Residential (BR-1) zone. They also approved another second reading and adoption for an ordinance annexing the property of Brad Rentz at 241 Polly Ogden Lane from the present Industrial (I-1) zone to a Residential (RM-10) zone.
City manager report
Manager Jeff Baxley announced that the new well in Park West is online and working.
He stated that he talked with the contractor and announced the new building at the airport is 89 percent complete and should be finished in two weeks. Mayor Steve Rigdon stated the building looks very nice and is something the community can be proud of.
Baxley reported the city received a a franchise fees check from Georgia Power for 2011 and it was about $20,000.00 more than last year.
The manager announced that the Peaches to the Beaches Yard Sale would be held March 9-10. He also stated that City Hall would be an official site.
He stated the condition of the jet vacuum rodder machine that the city is currently using is not good and a new vacuum rodder is over $300,000.00. He is looking into possibly purchasing a used one.
The manager reminded everyone of the GMA Convention that will be held March 6. He reported he would be meeting with the Regional Commission Thursday (March 1) about the planning dates and deadlines on the Sold Waste Management and Comprehensive Plan.
