A new U.S. trade deal with Canada and Mexico to replace the old NAFTA has some area farmers worried.
While the United States, Mexico, Canada Agreement (USMCA) may have beneficial aspects to it, fruit and vegetable farmers in Appling and other rural counties think it leaves them unprotected from what they see as unfair competition from Mexico.
“Labor costs in Mexico are one-tenth to one-half what they are in the U.S., and they don’t have the health and safety restrictions we’re under,” says Appling County blueberry farmer and banker Perry White. “The Mexican government also subsidizes their growers. Then their crop comes in right in the middle of the Georgia and Florida blueberry season and they sell for a much lower price than we can. It’s a pretty rough deal, and if something isn’t done about it, it’s going to be devastating.”
White says he would like to see the USMCA amended somehow to ensure a level playing field for fruit and vegetable growers in this country.

NOTICE OF SEIZURE
On or about the 26th day of April, 2019, on Brenda Kay Yawn Rd., in Baxley, Appling County, Georgia, at approximately 11:30 a.m., a deputy with the Appling County Sheriff’s Office seized $1,468.00 in U.S. Currency (collectively hereinafter referred to as “Property”) for forfeiture due to a violation of the Georgia Controlled Substances Act (hereinafter referred to as “this Act”), pursuant to Official Code of Georgia Annotated §§ 9-16-11 et seq., and 16-13-49. Said Property is currently in the custody of the Appling County Sheriff’s Office located at 560 Barnes Street, Suite B, Baxley, Georgia.
Said property was seized and is subject to forfeiture as having been found in close proximity to drugs; used to facilitate a transaction, purchase, or sale of drugs; as being proceeds from the sale or distribution of drugs; and as being directly or indirectly used or intended for use in a manner facilitating a violation of this Act, to wit: said Property was found in possession of Raul Maldanado, Jr., in violation of O.C.G.A. § 16-13-30(j), which is entitled Violation of Georgia Controlled Substances Act - Possession of Marijuana More Than an Ounce.

On or about the 26th day of April, 2019, on Brenda Kay Yawn Rd., in Baxley, Appling County, Georgia, at approximately 11:30 a.m., a deputy with the Appling County Sheriff’s Office seized $1,468.00 in U.S. Currency (collectively hereinafter referred to as “Property”) for forfeiture due to a violation of the Georgia Controlled Substances Act (hereinafter referred to as “this Act”), pursuant to Official Code of Georgia Annotated §§ 9-16-11 et seq., and 16-13-49. The fact about the fiction
It strikes me rather odd that people still buy into the fairy tale of a “Happily Ever After” when it comes to the institution of marriage. The divorce rate has been above fifty percent for more years than can be remembered and some attorneys stake their entire practice on representation of parties in divorce proceedings. Processes have been developed which make it almost as easy to get rid of a husband or wife as an old refrigerator or other broken appliance.
As shared in my opinion “Happily ever after” in the October 21, 2015 issue of The News-Banner, there is no marriage that is without challenges. The belief that two people could occupy the same house and not have significant differences is simply a myth. For a married couple to enjoy the blessings of a long-standing union shouldn’t, by any means, suggest the two people had lived a life free of conflict. The late Maretha “Chank” Howard used to say, “Teeth and tongue occupy the same mouth and even they fall out once in a while.”
Understandably, two individuals that might’ve married when they were young adults will have changed during the course of their years together. The hope is that growth would come to them both in like manner and they’d mature along with each other but individuals don’t all develop at the same rate. This most often represents one of the biggest challenges that exist between people and, without a firm understanding, they will invariably “grow apart.” And, in short, that provides a verifiable explanation as to the consistent rise and fall of matrimonial commitments.
Arguably, it would be impossible for a body to grow apart as one’s right arm doesn’t become farther from his or her left with the passing of time. Thereby, two individuals joined in holy matrimony are pronounced to have “become one body” so how is it then, that a husband and wife can grow apart? I would debate that they, in fact, ...

New puppy
We have a new puppy. She’s brown with a white chest, white feet, and gorgeous eyes in a little brown furry face. We didn’t go looking to add another dog to our collection of strays, didn’t ever intend to add another. Larry and I are getting older, and I, in particular, tend to trip over my own feet. Having a new puppy underfoot is not a good idea. Furthermore, vet bills are expensive, and we already have 3 dogs, all of which have been spayed or neutered. All of them. Not just the females. They take heartworm pills monthly and have Frontline flea control applied at the same time. Nonetheless, we have a new puppy. Her name is Josephine, or Josie. Obviously a lab mix, she’s been with us about 6 weeks now.
About 6 weeks ago, Larry went with a friend to check on a potential job. The lady who met them at the door was elderly, hobbling along with a walker. As they talked, a tiny puppy came bounding to the front yard, barking.
“Is that your puppy?” Larry asked.
“No,” she replied. “It’s been here about 3 days now. I don’t feed it. If I do, it will stay.”

Bartow County a positive example of school and community partnership
This is a story that is so good and so positive it is almost exasperating. Let me get to the good and positive part first. I will explain the exasperation later.
Last year, a group of community volunteers in Bartow County, led by the Rev. David Franklin, the head of the Bartow Baptist Association, approached the Board of Education and newly minted Superintendent Phillip Page, wanting to get involved with the schools.
“Our group had done an analysis of how faith-based organizations could become more involved in the community and one thing that we discovered was a need to help first-grade students improve their reading skills,” Franklin said, “Dr. Page was enthusiastic from the beginning.”
Studies show if a child is not a proficient reader by third grade, it is very difficult for him or her to ever catch up. Reading proficiency by third grade is one of the most important predictors of high school graduation and career success.
Out of the conversations came Read to Grow and it has been by any measure an overwhelming success. Superintendent Page says, “Seeing that the community was interested in helping students with their education, I knew it was going to be successful. We have seen impressive results in our first year and have had nothing but positive comments from all involved.”
The program was introduced into four elementary schools in the county. Hopes were to get enough volunteers to make it work. They got 140. Volunteers range in age from 18 to 87, with many being senior citizens, including retired educators. All must pass a thorough background check.
To say the program has worked is an understatement. At one school, teachers saw a 67 percent increase in the number of words the first graders could read. Another saw a 40 percent gain in phonics compared to a 13 percent result last year. At another, students who could sight-read nine words at the beginning of the year are up to 200.
Teachers are ecstatic at the help they are getting from community volunteers. One says, “I am loving having the volunteers come and the kids are enjoying not only the reading but the relationship with these volunteers. It’s nice having someone else show that they care about them other than me.”
The volunteers are equally delighted. A retired teacher involved in Read to Grow said, “I wanted to be a part of a program that could make a difference in children’s lives and to see that every child leaving first grade can read.” She is doing just that.
The Read to Grow program has been so successful in its inaugural year that plans are in the works to implement the program in all 12 Bartow County elementary schools next year. The search is on to add another 400 volunteers for the 2019-20 school year. I predict that will be a slam-dunk. The faith-based community remains heavily involved. Georgia Power, a good citizen wherever they are located, has already committed their considerable resources. Other businesses are joining in and government workers are volunteering their time as well. The program clearly is on a roll.
So, why am I exasperated? Because every community in Georgia could do exactly what has been done and is being done in Bartow County. All it takes are people wanting to make their schools better and a school system willing to work with them to do so as has happened there.
I am exasperated at the whiners who want to talk about how bad things are in our public schools but won’t get off their duffs and go do something about it, leaving the kids and teachers to work it out themselves, many times under less than ideal conditions.
I am exasperated that voucher-obsessed politicians don’t encourage their constituents to get involved in community-driven programs like the one in Bartow County and help solve the problems in our schools instead of taking our tax dollars to run away from those problems.
Who knows, maybe we can get Alice the Walmart Lady to climb down from her moneybags and go into the classroom and teach first-graders how to read and bring that joke of a Secretary of Education Betsy Devos with her.
The folks in Bartow County should be feeling pretty good about themselves right now. They deserve our applause. Through their efforts, they are making this a better world one child at the time and one volunteer at a time. Hopefully, they will inspire the rest of us to do the same.

Improve horizons for millions of Georgians outside metro Atlanta

Metro Atlanta continues to be the hub of economic activity in Georgia and the Southeast, with no sign of slowing down any time soon.
According to the Bureau of Labor Statistics, Atlanta has had a 43% growth in jobs since 1991, more than 20 percentage points higher than the national average. It has the fourth fastest population growth in the nation—nearly six million people live in the metro region.
Economically speaking, the outlook for the metro area is strong. But what’s on the horizon for the more than four million Georgians who do not live in metro Atlanta? More specifically, what is the outlook for Georgians that live in one of the 124 rural counties in our state?
The reality is rural Georgia faces challenges. Projections made by the Georgia Chamber of Commerce estimate that 74 counties will either lose population or remain at zero percent growth by 2030. If we are to help these communities compete in the 21st century, we must be laser-focused on education and technical training designed uniquely for them. This can be accomplished with a three-pronged approach.
First, more students in rural areas must pursue some form of postsecondary education after high school. According to the National Skills Coalition, middle-skills jobs—those that require education beyond high school, but not a four-year degree—make up 55% of Georgia’s labor market, but only 43% of Georgians are trained to this level.
Dual Enrollment, which allows students to take college courses while still in high school, is a game changer for rural families. More than 80% of the graduating class of 2016 who participated in dual enrollment were enrolled in postsecondary within a year of high school graduation compared to 62% of all public high school graduates. This is real impact.

Economically speaking, the outlook for the metro area is strong. But what’s on the horizon for the more than four million Georgians who do not live in metro Atlanta? More specifically, what is the outlook for Georgians that live in one of the 124 rural counties in our state?
The reality is rural Georgia faces challenges. Projections made by the Georgia Chamber of Commerce estimate that 74 counties will either lose population or remain at zero percent growth by 2030. If we are to help these communities compete in the 21st century, we must be laser-focused on education and technical training designed uniquely for them. This can be accomplished with a three-pronged approach.
First, more students in rural areas must pursue some form of postsecondary education after high school. According to the National Skills Coalition, middle-skills jobs—those that require education beyond high school, but not a four-year degree—make up 55% of Georgia’s labor market, but only 43% of Georgians are trained to this level.
Dual Enrollment, which allows students to take college courses while still in high school, is a game changer for rural families. More than 80% of the graduating class of 2016 who participated in dual enrollment were enrolled in postsecondary within a year of high school graduation compared to 62% of all public high school graduates. This is real impact.

KENNETH LANE THORNTON
Nobles Funeral Home and Crematory announces the funeral services for Mr. Kenneth Lane Thornton, Sr., 75, who passed away Saturday, May 25, 2019, at Community Hospice in Vidalia. A native and lifelong resident of Appling County, Mr. Thornton was a retired carpenter, a loving husband, father, grandfather and generous to all he knew.
He was preceded in death by his parents, Evans and Odell Thornton; sister, Mary Frances and Gloria Faye Thornton; brother, Ronnie Evans Thornton all from Baxley and a great granddaughter Hope Lorien Harmon.

TERA SHEA NORWOOD AMPUERO
Tera Shea Norwood Ampuero, 28, of Baxley passed away Friday, May 17, 2019, at Memorial Health University Medical Center in Savannah.
Mrs. Ampuero was born December 21, 1990, in Bartow, Florida. She was preceded in death by her brother, Jeremy Norwood.
Survivors include her husband, Eleodoro Ampuero Fernandez of Baxley; mother, Victoria Norwood of Baxley; father, John (Robin Martinez) Norwood of Anderson, SC; daughters, Sofia Elizabeth Ampuero of Baxley, and Elizabeth Guadalupe of Colorado; sons, Elliott Ampuero of Panama, and Marcelo Ampuero, and Eduardo Ampuero both of Peru; sister, Kayla Norwood of Baxley; sister-in-law, Tasha Norwood of Baxley. ANGELA J. “ANGIE” REDSHAW
Angela J. “Angie” Redshaw, 52, of Lakeland, passed away on Monday, May 20, 2019. Angie was born in Orlando, FL, on May 4, 1967, to the late Robert (Bob) Phillip Kinsley Jones and Julia Dianne Miles Jones.
Angie grew up in Baxley and then the family moved to Moultrie where she graduated from Colquitt County High School.
After high school, she attended and graduated from VSU with business and education degrees. While there, she met Rusty Redshaw and they were married in Moultrie in 1992.
She began her teaching career in Southeast Elementary and eventually teaching in Berrien County, Colquitt County Schools, Valdosta City Schools, and was currently teaching at Lowndes Middle School.
Angie was the current president of Valdosta Junior Women’s Club. She was a member of The Order of Dianna in Tau Kappa Epsilon. She loved baking and shopping with family and friends.
Angie is survived by her husband Rusty Redshaw, of Lakeland, daughter and son-in-law Meredith and Austin Gray of Lake Park, daughter Victoria “Tori” Redshaw of Athens, son Rhett Redshaw, of Atlanta, her brother and sister-in-law Rob and PJ Jones, of Norman Park, granddaughter Blair Gray, of Lake Park, nieces and nephew Brooklyn Jones, Julia Miles Jones, and Griffin Jones, all of Norman Park.
A funeral service was held on Friday, May 24,in the chapel of the Carson McLane Funeral Home with the Rev. Richard Soper and Mr. John Chick officiating.
Burial followed at McLane Riverview Memorial Gardens.
The family received friends on Thursday at the funeral home.

JOYCE BEACH ADKINS
Joyce Beach Adkins, 87, of Jacksonville, Florida, passed away Saturday, May 18, 2019, at St. Vincent’s Hospital in Jacksonville.
Mrs. Adkins was born June 5, 1931, in Appling County to the late Rev. Troy and Estelle White Beach. She was a member of Beaches Chapel Baptist Church. Mrs. Beach was the matriarch to her entire family and was the most giving, loving and kind person God ever created.
In addition to her parents, she was preceded in death by her husband, Donald Adkins, brothers, Gene Beach and Tony Beach, sister, JoAnne Carter, granddaughter, Brandy Brown and daughter in law, Debbie Roberson.
Survivors include her daughters, Judy Roberson Griffis and Joy Fifield; son, Robbie Roberson all of Jacksonville, FL; sister, Betty Green and brother, Terry Beach both of Baxley; 9 grandchildren and 10 great grandchildren also survive.
Funeral services were held at 11 a.m. on Tuesday, May 21, at Friendship Congregational Christian Church. The Rev. Justin McLellan officiated and a eulogy was by Robbie Roberson.
Active pallbearers were Donnie Smiley, Roger Smiley, Ashley Smiley, Keith Carter, Danny Green and Kevin Green.
Interment followed in the church cemetery.
Arrangements were under the direction of Swain Funeral Home.

GRAHAM BRYAN EASON
Mr. Graham Bryan Eason, 61, of Washington, passed away Sunday, May 19, 2019, at his home.
Graham was born September 7, 1957, in Waycross. He attended ABAC and then attended the University of Georgia and received a BS in Forest Resources. He was employed for 35 years with Southland Timber, which later became Canal Wood. He was a member of the First Baptist Church of Washington.
He is survived by his wife of 38 years, Teresa, and by his three daughters, Leigh Oxendine (Chris), Jessica Northenor (Brett), and Paige Gordon (Daniel); and by his grandchildren, Noah and Sophie Oxendine, Sam and Cal Northenor, and Mary Charlotte, Graham, and Harry Gordon; by his brother, Payne Eason (Sandra), of Baxley; and by his sister, Susan O'Quinn of Baxley; and by several nieces and nephews.
He was preceded in death by his brother and sister-in-law, Lamar and Sue Tyre.
Funeral services were held May 21, at the Washington First Baptist Church with the Rev. Kevin Madden officiating.
Interment followed later Tuesday afternoon at Omega Cemetery in Baxley.
Active Pallbearers were Dillon Edenfield, Christopher Eason, Samuel Swain, Brian Turner, Dallas Lightsey, Tim Burnam, and Walt Swain.

Commissioners learn more about livestock facility renovations
Last week’s county work session was held at the new livestock facility building to give commissioners another chance to look at the current building as they consider spending close to an additional $1 million on adding to it and renovating it.
In 2017, Appling County voters approved $2.3 million for the purchase/construction of an agriculture facility in a Special Purpose Local Option Sales Tax (SPLOST) referendum. Later that year, they purchased what was known as the CrossTies Facility for $1.5 million with plans to convert it to an agriultural facility.
The purchase price included a metal structure that is to become the livestock building, a home, outbuildings, and 30.5 acres of land on Highway 15, adjacent to the Appling County Middle School. Preliminary plans for the property included moving the Appling County Cooperative Extension Office to the facility, and utilizing other parts of the property as multi-purpose athletic fields for the Appling County Recreation Department. Plans also called for the home there to be sold to recoup some of the initial purchase price of the property and County Manager Lee Lewis says that is still in the works.
Renovation and expansion plans for the livestock facility were put to bid recently calling for the current 24,000 square foot, partially open-air building to be completely enclosed and heating and air conditioning installed, another 18,300 square feet added, the installation of 200+ individual livestock pens, and other renovations. Congratulations 2019 Graduates
While designing this year’s graduation issue for the Class of 2019 this past week, I realized just how old I am. I no longer identify with graduates individually. I now identify with graduates by their last names and assume that he or she is the child or grandchild of someone I know.
It’s hard to believe that 28 years ago I was about to take the same steps that many of you will take this week. Where did the time go? Trust me, take time to enjoy each moment of your graduation.
Please know that the entire community is proud of your accomplishments, as evidenced in this week’s issue. I personally wish the graduates of 2019 the very best the future has to offer. I also offer a challenge to each of you to set goals in life and do your absolute best to achieve them.

Idiosyncrasies
When I prepare carrots to cook, Larry teases me about my chopping methods. Whether for a stew, soup, salad, or even a side dish of carrots with butter and chives, I never cut the carrots into rounds. Oh, no. They must be long or diagonal—never the typical rounds. Why? Who knows? I just don’t like them round. They even seem to taste different, which logically, I know is ridiculous. I never said my preference was reasonable. It’s just one of my little idiosyncrasies.
I suspect that we all have these peculiarities that make us individuals. When I was growing up, Mama always cooked big hearty farm breakfasts—homemade biscuits, eggs, grits and butter, and sausage or bacon. She and Daddy grew up on farms and they both were accustomed to filling breakfasts before a day of hard labor in the fields. However, we lived in town and about the most arduous thing I had to do was sit in school all day, but one of Daddy’s idiosyncrasies completely turned me off to that kind of breakfast. That could be why I am not a breakfast person to this very day.
Every morning Mama would place his plate of grits, eggs, and biscuits before him at the head of the table. He promptly stirred the grits and eggs together along with crumbled bacon and two more pats of butter. He then opened a biscuit, allowing the steam to escape, and laid it on top of the mixture on his plate. Then came the ...
