John Robert Thomas
On June 21, 2015, John Robert Thomas, made the transition from earth to glory. John Robert was born on August 22, 1943 to the late Iris Thomas and Ethel Mae Thomas in Jeff Davis County. He was united in holy matrimony to the late Connie Thomas. John Robert retired from Rayonier after 30 years of faithful service.

A real love story

On Tuesday, June 23, 2015, rain fell steadily as two hearses, Swain 1 and Swain 2, pulled onto U.S. Highway 1 and headed north. They moved slowly, side by side, making the short trip from the funeral home to Spring Branch Baptist Church last 12 minutes. Swain 1 carried Nettie Branch; Swain 2 carried Clennie Branch, her husband of nearly 63 years. When they reached the church, 12 pallbearers waited to escort the Branches into the church, dark due to a power failure. To the light of cell phone flashlights, the pallbearers carried the couple down the aisle. As the family followed the caskets, the stained glass windows glowed, reflecting the soft light. No air conditioner hummed in the background, yet the rain and clouds had cooled the quiet sanctuary. [Full Story »]

Expect periodic lane closures during construction phase of new Altamaha River bridge
In conjunction with the $25.9 million replacement bridge construction project on US 1/SR 4 over the Altamaha River in Appling and Toombs counties, Scott Bridge Company and Georgia DOT want motorists to be aware of periodic lane closures on the Joseph Simmons Alexander, Sr. Memorial Bridge. Short term lane closures are a necessity for the contractor to unload material needed for the replacement bridge. These periodic lane closures utilizing flagmen will occur during the construction phase of the new bridge for approximately 12 months.

Bids will be received until 11:00 AM. Local Time on the 23rd day of July, 2015, at the main office of the Housing Authority at 94 Highland Drive, Baxley, GA 31513-0306; P. O. Box 56, Baxley, GA 31515-0056; 912-367-2572 office (912-367-3456 FAX). At the time, all bids received will be publicly opened and read aloud.
Proposals submitted by mail should be addressed to the Housing Authority at the address set out above and plainly marked as indicated in the “Instructions to Bidders,” Section B. All proposals submitted by mail will be collected at the above mentioned mailing address at 10:00 AM, Local Time, on the day mentioned above and held unopened at the office of the Housing Authority until 11:00 AM, at which time they will be opened with those that have been hand delivered.

A certified check, or bank draft, drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the Owner or a satisfactory Bid Bond, executed by an acceptable surety on the Bid Bond Form contained in the Specifications in an amount equal to five percent (5%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bond(s) in the amount of 100% of the contract amount.
The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.
No bids may be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the Owner.
The General Contractors submitted bids or being considered for this work shall be licensed “as applicable.’ Failure to do so where applicable shall disqualify the bid.
All contractors shall be required to comply with the equal employment requirements of the Federal Government, and to specifically comply with 24 CFR Part 135 which requires that employment and other economic opportunities generated by this contract shall, to the greatest extent feasible, be directed to low and very low income persons, particularly those persons who live in the projects where this work will be done.
Comply with all requirements of all Authorities having jurisdiction, as applicable, regarding Illegal Immigration and/or the Federal E-Verify Program. Provide signed affidavit with Cost Proposal and or Sealed Bids.

Watershed Report approved by Baxley City Council

Water Distribution Supervisor Dale Sapp presented the 2014 Watershed Protection Plan Report to the council for review and action at the regular meeting of the Baxley City Council held June 23. City Manager Jeff Baxley stated that this is an annual report mandated by the Georgia Environmental Protection Division and monitors storm-water discharges in streams and ditches. Baxley commended Sapp for doing a very good job on the report. Manager Baxley stated that he would like to get it approved and on the record. City Council members reviewed the report and it was unanimously approved. [Full Story »]

Recent activity reported by Sheriff
June 17, a complainant came to Appling Co. Sheriff’s Office to report a theft. The complainant stated a known subject took her HCT Verizon cell phone and $30.00 in US currency from her residence without her permission. The complainant is giving offender several days before legal action will be filed.

Incidents handled by Police Department given
The following are highlights of incidents that were handled by officers of the Baxley Police Department over the past several days.
June 2 at approximately 3:59 a.m., met with a complainant at a Speer Homes apartment in reference to a domestic argument. On arrival the complainant told officers that an acquaintance had come over to her apartment and they had gotten into an argument over a cell phone, and as a result he busted the windshield on her 2002 Ford Taurus. After a brief investigation, Kenneth James, Jr., 30, of Baxley, was charged with one count each of disorderly conduct and criminal trespass in connection with this incident. [Full Story »]
