Sealed proposals from General Contractors will be received by the City of Baxley, the Owner, at Baxley City Hall, Baxley, Georgia, until 2:00 p.m. at the time legally prevailing in Baxley, Georgia, on August 18, 2011 for construction of “City of Baxley Aviation Building”.
At the time and place noted above, the proposals will be publicly opened and read aloud.
Bidding documents may be obtained at the office of the Architect, SP Design Group architects and engineers, inc., 5191 Columbus Road, Macon, Georgia (Mailing Address: P.O. Box 6254, Macon, GA 31208; Phone 478/477-7465; Fax 478/477-9511). Applications for documents together with deposit of $100.00 per set, and a properly executed AIA Document A305, “Contractor’s Qualification Statement”, should be filed promptly with the architect. Bidding material will be forwarded as soon as possible thereafter. The full amount of the deposit for two (2) sets will be refunded to each General Contractor who submits a bona fide bid upon return of such sets in good condition within 30 days after date of opening of bids. All other deposits will be refunded with deduction approximating the cost of reproduction of documents upon return of same in good condition within 30 days after date of bid opening. Documents should be returned to 5191 Columbus Road, Macon, GA 31206.
Contract, if awarded, will be on a lump sum basis to the lowest responsible and qualified bidder. No bid may be withdrawn for a period of 30 days after time has been called on the date of opening. Bids must be accompanied by a bid bond in an amount not less that 5% of the base bid. Both a performance bond and a payment bond will be required in an amount equal to 100% of the contract price.

NOTICE OF APPLICATION FOR INDUSTRIAL PRETREATMENT PERMIT TO DISCHARGE TREATED WASTEWATER TO THE CITY OF BAXLEY WATER POLLUTION CONTROL PLANT.
The Georgia Environmental Protection Division (EPD) has received an industrial pretreatment permit application for the issuance of an industrial pretreatment permit. Having reviewed such application, the Environmental Protection Division proposes to issue for a maximum term of five years the following permit subject to specific pollutant limitations and conditions:
Rayonier Wood Products, LLC, located at 1830 Golden Isles East, Baxley, Georgia, 31513, Appling County. A sawmill plant located in the Satilla River Basin has an average discharge of 0.010 mgd of process wastewater to the City of Baxley wastewater treatment plant. Permit No. GAP050276 lists the specific pollutant limitations and special conditions for the discharge.
Persons wishing to comment upon or object to the proposed determinations are invited to submit same in writing to the EPD address below, or via e-mail at EPDcomments@dnr.state.ga.us, no later than thirty (30) days after this notification. If you choose to e-mail your comments, please be sure to include the words “Pretreatment permit issuance- Rayonier Wood Products (Appling County)” in the subject line to ensure that your comments will be forwarded to the correct staff. All comments received prior to or on that date will be considered in the formulation of final determinations regarding the application. A public hearing may be held where the EPD Director finds a significant degree of public interest in a proposed permit or group of permits. Additional information regarding public hearing procedures is available by writing the Environmental Protection Division.
