New business
The council members held discussions for the proposals for the disassembly of the Baxley Municipal Airport hangar building. The manager reported there were four bids and he made a recommendation to accept the best offer for the high bid from Edwards Wrecking Yard, Statesboro, for $2,601.00, because they are buying it from the city. The council members unanimously approved the best offer. Rodney Herndon gave a bid of $1,000.00, Dyal’s Welding gave a bid of $1,010.00 and J. M. Miles Construction gave a bid of $1,000.00.
The city council also held discussions on the lift station on East Parker Street at Ace Hardware. The manager informed the council that the pump at the lift station there is very old, and has deteriated to the point of needing to be replaced. He added that if it were to go down it would cause major problems. The replacement and purchase of a new pump is in the budget for next year. The manager made a request to go ahead and order a pump like the one that the city has purchased for the Polly Ogden lift station pump, and reported that it takes about eight weeks to get it delivered. The city got a great price of $39,993.00 from Smith and Loveless for a pump. The council members unanimously approved the request for the manager to go ahead and order the pump for that price.
The council members unanimously approved to change the regular council meeting date of August 23 to August 30.
The manager presented the proposed 2012 budgets to the mayor and council for review. Mayor Steve Rigdon set a work session for August 16 at 9:00 a.m. to discuss budget proposals.
City manager report
The manager gave a monthly report on the sales tax revenue for the city and stated that it is doing well and he is very pleased.
He stated that he is really glad of the great and positive working relationship the city has with the board of education, the commissioners and other entities. The manager read a letter from Superintendent Scarlett Copeland thanking the employees of the city road department for helping them get ready for school and for a job well done. Copeland’s letter further expressed her appreciation on the great job and in her letter related how the road and the Continued from page 6b
parking lot looked fabulous. Jeff Baxley stated the street sweeper was used to clean the parking lot and street at the Board of Education.
Jeff Baxley further stated that one day last week in Surrency a water main was tore up and everyone in Surrency was without water. The city was notified of the problem and four city employees went to Surrency and worked on the pipe for approximately 2-1/2 hours and it was fixed. The manager stated that he appreciated the city departments that are so willing to help with anything that comes up even if it is not in the City’s jurisdiction.
He announced the housing authority is upgrading meters in the Clay Home projects. The manager stated he was thankful to the authority for making the meters a part of their renovations.
The manager announced that the fountain at city hall is working now, however one nozzle needs to be replaced and one has been ordered for it.
He reported there is a deviation map now available that will show what the changes are from the old districting map to the new proposed districting map and it can be seen on the city’s website.
Jeff announced qualifications for local elections begins August 29 and will continue through to Sept. 2.
The manager was pleased to announce that a security system has been installed in the city park. He stated the cameras are capable of getting views from every angle throughout the park.
Other reports
Dale Sapp gave an update on the well stating that the pump was dropped 20 feet and have 25 feet water overhead and everything seems to be working fine.
Sapp also stated that the new well pump should be located around 200 feet when completed, this pump will be capable of pumping what two of the existing wells pump together.
Mayor Pro Tem Dr. Esco Hall reported he attended the RC meeting in Mount Vernon last Thursday. He also attended the Appling County Development Authority meeting and the authority has voted to purchase property on the southside of Baxley behind Rayonier about 300+ acres.
