The budget projects total revenue at $25,723,011.00 and total expenditures at $25,810,396.19. To make up for the deficit, the board reported a fund balance as of July 1, 2011 of $5,000,000.00. To balance the budget the anticipated fund balance for June 30, 2012 reflects $4,912,614.81.
State Quality Basic Education (QBE) accounts for the vast amount of revenue for the system at $19,752,652.00, with local tax revenues following at $9,485,040.00. Instruction accounts for $17,606,258.46 followed by maintenance and operations at $2,404,610.40 on the expenditure side.
Superintendent’s report
Superintendent Scarlett Copeland recognized Appling County Elementary teacher Elaine Black for being selected as the JP Associates National Teacher of the Year award winner. Copeland commended Black for her excellent service to the school system.
Copeland also recognized all board members for meeting the required amount of training for the Georgia School Board Association. Each member was presented with a certificate.
The superintendent thanked a number of organizations for providing free back-to-school supplies to Appling County Students, as well as free health screenings. She also thanked the county and city officials for their help in preparing for the new school year.
Other business
Board members approved the minutes from meetings held July 11 and July 25.
The low bid of $7,424.00 was approved for a new mixer for the cafeteria at Altamaha Elementary School.
Under personnel the following recommendations were approved:
- Jill Tomberlin hired as a Pre-K teacher for Appling County Primary (ACPS).
- Wendy Simmons hired as the new secretary for Appling County High School (ACHS).
- Tyronne Sellers hired part-time to fill a position for the Alternative Night School at ACHS.
- Michelle Taylor hired as a special education inclusion teacher at Appling County Middle School (ACMS).
- Kristy Kendall hired as a special education inclusion teacher at ACMS.
- Aaron Kicklighter hired as a special education inclusion teacher at ACMS.
- Board members accepted resignations from ACPS Teacher Carolyn Townsend, and ACMS School Food Service Manager Martha Batchelor.
- The board also approved a maternity leave request for Kayla Mann, a teacher at Fourth District Elementary School.
- Board members voted to open four positions within the system including an office/secretary position at Altamaha Elementary, a Pre-K teacher position at ACPS, a paraprofessional position at ACPS and a special education administrative assistant position at the central office.
The board approved student handbooks for all schools for the 2011 - 2012 school year.
Non-resident tuition for the new school year was set at $1,500.00 per semester.
Board members unanimously voted to accept the new Appling County School Board Operating Protocol. The purpose of the protocol is to enhance teamwork among members of the board and between the board and the administration.
The board approved a request from the City of Baxley to grant an easement to improve drainage at the Appling County Elementary/Primary Complex by constructing a new drainage ditch near the facility.
The board approved the low bid submitted by Air Management for Phase III of the heating and air conditioning project at the elementary/primary complex. The cost for this project is $392,786.00.
Under comments, Ammons stated that he had an opportunity to attend several open houses within the system and added that he was very impressed with what he witnessed. Barnes concurred with Ammons statement and cited that system staff did a great job preparing for the open houses.
